Recent investigations by the Financial Times (FT) into the Tees Valley Combined Authority (TVCA) have uncovered significant financial mismanagement and governance failures as of late 2025 and early 2026.
Key Revelations from FT and Recent Reports
Missing Loan Agreements: The FT revealed that the South Tees Development Corporation (STDC) and Teesside International Airport were awarded over £500 million in loans from the TVCA without proper legal or formal loan agreements in place.
Unrecoverable Debt: At least £28 million in interest from loans to Teesside Airport is considered unlikely to be repaid and is expected to be written off as "bad debt".
Audit Failures: External auditors (Ernst & Young) have "disclaimed" TVCA’s accounts for multiple consecutive years due to material misstatements and inconsistencies.
Government Intervention: Following these revelations, the Ministry of Housing, Communities and Local Government (MHCLG) issued a Best Value Notice to the TVCA to investigate its "dysfunctional" governance under Mayor Lord Ben Houchen.
Airport Profit Discrepancies: While official statements claimed a £1.1 million pre-tax profit for Teesside Airport, further analysis suggested this was bolstered by a controversial £12.5 million grant from the TVCA in March 2025.

Why is Starmer leaving him alone? Gove let him off. This is almost Trumpian in its absurdity.

I really dont get it. Was the clearance of the Steelworks site and Teesworks project a cross party decision regarded as a nationally important project that just needed to happen however its done and accepting that they would be financial and environmental "issues"?

He gets educated every single time he raises his head by you and others, Snowy, but never learns. It wouldn't surprise me if he was lifted by Trump.
Can you just see the scenario. Donald, why are you picking on me, are you jealous of my exotic lifestyle. The answer coming back would be Get back in yer basket.

I can imagine if even God himself questioned him, he’d tell him he was picking on him, that Heaven/ Paradise was rubbish compared to the ‘ Cock a Doodle Don’t’ Gentlemen’s club in his oriental maximum security twilight home……….but as he said recently he bases his experience on reading ‘fiction’ books…… and colouring them in….if he doesn’t eat the crayons first that is. ;)

Independent Review: In June 2023, the government announced an independent review panel to investigate the allegations surrounding the land deals and the use of public funds. This decision followed a vote in Parliament that defeated a Labour proposal for an investigation led by the National Audit Office.
There is a Facebook page called Teesside Live which has been highlighting the goings on about TVCA and its offspins including The Hartlepool Development Corporation.

I notice the topic has moved on to page 3, I won’t bother going back to read page 2 comments, I agree to disagree with them what ever they were. Shower time now, stroll down the beach, shorts and t shirt attire albeit it has been in the low 20s of recent but soon warms up. meet up with my mates for bit of craic. There is one a bit like Snowy a right argumentative t**t but we are all different some thing posters on The Bunker don’t appear to realise, no idea what type of life they have lived in the past though.

Of course you’ll read page 2 comments, you can’t help yourself.
For ‘argumentative’ you really mean touching a raw nerve….when challenged.

So I am a liar Snowy anyway of proving that, don’t make rash statements you can’t back up.
Argumentative, when some one doesn’t agree with some else’s point of view nothing to do with a raw nerve.
This sums you up with regards to me Snowy
Being obsessed with someone, often termed "Obsessive Love Disorder" (OLD), involves intense, intrusive thoughts, extreme possessiveness, delusional jealousy, and a compulsive need for attention or reassurance, often stemming from low self-esteem, loneliness, or attachment issues, and can significantly disrupt daily life, requiring focus on self-improvement, boundary setting (like no contact), and therapy to redirect energy and address underlying causes.

At half time i have just heard the recording of Ben Houchens inteview with Rob Law.
He mentioned wanting to meet with the new owner and made a statement about Hartlepool Development Corporation and that Victoria park is in a sorry state and wanting to work with the new owner about redevelopment linking with the town centre.
Is it really in a sorry state?
Did anyone else hear it?

Came across this interview which was on Facebook, Houchen and an interview with Victoria Derbyshire, he looks a little bit uncomfortable.

A high rise office block collapsed killing from the aftershocks of an earthquake in Myanmar last March killing 95 people in Bangkok during construction. On investigation they found out the Chinese supplied rebar was of sub standard quality, sometimes goods are only cheap for a reason.
Corruption is widespread in the construction industry in Thailand but the Chinese supplied steel here would have gone through some rigorous tests and Quality Control systems for it to be fit for purpose.

Well it can’t have been that rigorous can it.
Doesn’t surprise me one bit.

Read the report Snowy although it’s behind a paywall or Google Farage trying persuade Ben Houchen to join Reform, I can’t be spoon feeding you all the time.

Your disturbing obsession with Houchen and Farage is sinking to pedantic levels, while the most incompetent Government since King Canute and Ethelred the Unready, is quietly ignored and hidden from discussion ….it’s a bit like political porn….it gets some folk aroused and they keep coming back for more.

Ha ha a another bite from Snowy, keep them coming,
How can you categorise a government as being incompetent after only being in power for less than 2 years, has the economy collapsed, the stock markets have seen record high levels so some one must be doing some thing right. Do you class the previous government as being, competent ?
Farage couldn’t lie straight in bed, he said he was unavailable for an interview on Sunday with Laura Kuenssberg saying he was ill but was on a plane the following day to Davos ?
Houchen, you never read the articles in Private Eye about the sale of Redcar Steelworks, of course you do.

You always resort to this childish reaction when rumbled.
Houchen is the only non Labour Mayor, so it’s your duty to the Party to spread happy clappy nonsense about your dear leader and rubbish those who don’t pretend the Labour leadership is up shit creek without a paddle
I subscribed to Private Eye for years and back in the 90’s was a paid contributor……..it lost its impartial way in my opinion.

Did the freehold of Victoria park get transferred to the Hartlepool development corporation from the Council HBC when all those assets moved over? Anyone got a land registry account?

Duty to what party Snowy, plenty of public reports about the goings on at TVCA and they don’t make good reading, the organisation which Houchen is the head off, nothing to do with what party he belongs to, it’s about millions of taxpayers money being misused allegedly which doesn’t appear to concern you.

Would the Council not have released a statement if Smith bought the ground, it is was owned by the people of Hartlepool, IOR were unsuccessful in their bid previously to buy the ground.

I don’t know, I’m just repeating the comments on the internet, but if our new owner is as ambitious as we imagine, would he be happy renting.

You’ve been singing this song for years…..a regular recurring theme…if it were true, surely action would have been taken by now….but nothing has ever come of your voice in the wilderness.
I’m not concerned about you money rumour because nothings’s ever been proven to the best of my knowledge.

times have changed regarding councils finances since those days. think they,d be quite happy to sell now as long as the price is right for them. not saying its a good thing just a better possibility than in the past.

The council always resisted in the past in the event the owners went bust and sold the ground, wouldn’t the sale of the ground have to go through a council meeting as the ground is a separate entity from the club ?

Sorry to disappoint you Snowy I will keep singing the same song, 2 fellas banked £50 million of the backs of tax payers owned land albeit according to reports in Private Eye there is only £2 million left in the bank the rest being paid out in dividends.

I’d recommend…… ‘Schepke, Prien and Kretschmer’.

Pamela Hargreaves’s, appointed the chair person of Hartlepool Development Council incidentally the wife of Brash the MP a season ticket holder at Pools so maybe she can be persuaded to splash some of HDC funds for Pools ?
Another announcement not sure if it’s connected to HDC,
A £33.5 million expansion of The Northern Studios in Hartlepool has been approved to transform the site into a major film and TV production hub. The project, which officially received planning approval in September 2025, aims to boost the North East's creative sector and is expected to be fully operational by spring 2028.

Houchen live on BBC Tees tomorrow at 9am, you can post questions on Facebook or phone up to ask him a question, in the past he has been very good at ducking and diving answers to some of the questions.
