This is not true according to Jeff Stelling in his book Pools were approached in the first instane 3 months prior to Wrexham.

its all history now and thats where it should stay. lets face it if you were looking for a non league club to invest in and you had no prior interests then wrexham wins hands down. no other big club in the area, decent history as a league club and a ground you could develop for international football. no other club in england or wales could fit all of those reasons.
